This is a message from the President

to software authors,

please read it carefully

Dear sir,

   As you certainly don't know about LITIEL i'm willing to get in
touch with you to establish a link between us for further work.
LITIEL is an association that acts as an intermediary between French
government organisations and softwares authors which have no commercial 
distributor in France. In the
following i will simply use the word loginet each time French 
organisations use software they can download freely.  Since we 
could receive some inquiries concerning your  loginet, we will
be pleased to inform you about our services and suggest how we might 
cooperate with you.

  I first want to point out that Litiel asks for nothing from you except
for some informations; our only purpose is to help French administrations,
and have as many people registering their  loginet  as possible thus
supporting this form of software distribution and saving 
author's rights.

  For French government organisations, such as research laboratories
or universities (and others), it has always been difficult to register
 loginet  licenses, as licenses are not material products.

  LITIEL has been created to help French government organisations and
their employees to pay their  loginet fees. As an intermediary between
the user and the author, LITIEL provides the French organisations with
a valid French registration and a French bank account, both of which
are incentive for government organisations to register.

  As members of LITIEL, the French government organisations instruct
the association to register each item of  loginet  that they use, and
pay to LITIEL the appropriate fee in Euros. LITIEL will then
contact the author before sending him or her the  loginet fee directly.
Though LITIEL acts as the intermediary, licenses must be issued in the
name of the actual user. LITIEL provides the author with whatever
information is requested on the  loginet copyright notice or 
registration form.

  Payment for the  loginet will be made in the currency specified 
in the copyright notice, or in the currency of the author's country. 
LITIEL will take all necessary  steps to ensure that the author receives 
the full amount specified in the copyright notice.  However, LITIEL will 
NOT defray any charges that the author's bank may make for handling LITIEL's
payment. As we are located in Europe we would be pleased to pay in Euros,
so let us know if you can accept this currency. 

  Normally payments will be made either (but mostly) 
with LITIEL's Visa  card via a secure registration server (please 
confirm) or by postal money  orders when this is the only one solution. 
If you prefer one of these  methods to the other, or would sooner be 
paid in some different way,  please let us know.

  Some authors of  loginet supply users with additional items 
such as license serial numbers, computer access codes, software upgrades or 
user guides. If you do so, please tell us exactly what these items  
are. Here again, LITIEL should act --if necessary-- as your intermediary, 
but we  prefer you send them directly by email to the user with copy 
to us for  important informations.

  In order to enter a complete information about you in our data base,
please, give us your full name, addresses and fax/phone number.

  To summarise, we would appreciate your taking the time to answer the
following questions:

- is your software really not available in French
  shops, and is it still supported?

- do you have a preferred mean of payment? if not, postal orders or
 our Visa card will be used. Please note that we are unable to draw
  checks from a US bank nor in USD. We don't have access either to
  Eurocheque (in any case postal orders work well in most countries)
  but again we prefer cheques in euros.

- if you're unable to accept credit card, would you consider receiving
  cash in a registered snail mail? (as the last solution for us.)

- could you please provide us with an up-to-date price list for this
   software (including prices for educational users)? Please let us
   know your reseller conditions and price lists too.

- do you have an online web page where we could place orders? If yes,
  please give us that url.

  As soon as we receive this essential information, we will start
sending you software registrations from our members.
